Can you play GTA RP on PS5 or Xbox?
Not on roleplay servers. The servers you see on streams run on FiveM, and FiveM runs on Windows PCs only, so a PlayStation or Xbox cannot join them. Here is what you can do on a console, and what it takes to switch to PC.
Why consoles cannot join.

Both need GTA V on a Windows 10 or 11 PC. Even Rockstar's own step into roleplay is on PC: invited players reach the nopixel V beta through the Rockstar Games Launcher, Rockstar's PC app.

What you can do on a console.
Roleplay with friends in a private GTA Online session. Rockstar runs Invite Only, Crew and Friend sessions, so you choose who is in the lobby.

It is not the same thing. A roleplay server adds its own jobs, map changes and systems: Rockstar's nopixel V announcement lists a reworked character creator, new corners of the city and new ways to make a living. A private session is the normal game, with you and your friends playing parts and keeping your own rules.
Your GTA Online character and money stay in GTA Online. Each roleplay server has its own characters and its own economy, so everyone starts fresh.
What changes on 19 November.
GTA VI arrives on consoles, as a single-player game:

Rockstar has not announced an online mode or roleplay servers for it. What is confirmed and what is not.
Switching to PC.
You need a Windows 10 or 11 PC, GTA V for PC and the free FiveM client. FiveM's minimum for GTA V Legacy is a quad-core processor, a graphics card with 1GB of memory and 4GB of RAM; FiveM for GTAV Enhanced asks for more.
